For Time Magazine’s Person of the year 2015, they chose Angela Merkel. In the cover, we can see some femenine features as well as masculine.

While this is a painting, there are still femenine features that are portrayed in it. She is shows smiling and looking away, not at the reader which is common for femenine covers. She is drawn in a very non serious way, compared to other leaders seen before like the most recent Obama or Puting images, where is a straight face looking at the reader.

This could be done to appear more femenine or motherly.
